Dakar Rally and Context

Giants and cars race through Bolivia waking up a citizen's party

A sports party began again on Saturday between the Bolivians, when they entered the race cars to the city of La Paz that came from Oruro.

The pilots saluted, waking the joy of the crowd of spectators who waved their hands, the tricolor flags and expressed words of support.

There is much enthusiasm although the rally, this time, progressed as a link step and the organizers dismissed, for torrential rains, this 6th stage between these cities.

Nosiglia: Pilot with which all Bolivians are champions

The people's satisfaction was greater in Friday's Jordanian, when Walter Nosiglia, the Bolivian rider achieved the first place, in the 3rd Stage of quadricycles, between Jujuy-Argentina and Tupiza. But later he had to resign himself to his retirement, against his will, when the rupture of the pier appeared.

The achievement of our pilot unleashed the jubilation and pride of the entire population. Nosiglia is considered a national hero and with him all Bolivians and Bolivians feel champions.

On Saturday, the caravan of motorcycles, quadricycles, cars and trucks descended from El Alto to the city of La Paz, after having traveled all over the Andean plateau from Oruro. In their trajectory by the road in the middle of the field and the high plateau, citizen farmers applauded the corridors.

The giants rolled amid the human ranks of spectators cheering them, hundreds of thousands came to see and enjoy this event, become an act of pride and dignity of the country, by the presence of Bolivian pilots competing with famous international riders In the most dangerous rally of the world, developed by hard paths through the mountains of Paraguay; We stopped, desert and salares of Potosí, Altiplano of Oruro and La Paz.

In this contest of speed and power, 318 drivers are competing from January 2, the race continues its march through the Argentine steppes and culminate in Buenos Aires this Friday January 14, the displacement is 9 thousand kilometers divided in 12 stages.

Economic benefits in the industry without chimneys

The Bolivian state's investment in the 2017 Dakar rally was four million dollars, according to the Minister of Cultures, Marco Machicao, for the payment of the franchise to the organizers, Amaury Sport Organization (ASO).
In the 2016 version, the competition generated 105 million dollars of income, due to the productive dynamics in tourism, restaurant, transportation services and in the small family economies that among some of them, include the activity of mokonchinche soft drink vendors , Quinoa, food and handicrafts.

Sovereignty and Self-Determination

Some isolated opinion approaches criticize and point out that the realization of the Dakar Rally in Bolivia is an effect of the policies of economic and environmental colonialism exercised by international entities and transnational corporations.
However, the fact that Bolivia is part of the Dakar Rally is due to an initiative and decision of the government of Evo Morales, then it is possible to consider that it is due to an act of sovereignty and there is a different or inverse situation to a foreign taxation.

The bulk of its economic and non-economic benefits generated by competition remain in our country and do not go abroad, a dynamic that produces growth in the interior and not growth outwards.

These resources belong to the Bolivian state, the national private sector and the small family economies of the population, being an argument to understand that the realization of the Dakar rally in our country is an act of sovereignty, self-determination and development of the social state of Bolivia.
Among the non-economic benefits are the strengthening of social, cultural and moral rights, some of them as the right to recreation and culture. In addition the strengthening of the trust and dignity of each of the citizens.

The Water Question

The Dakar rally in our country was also questioned, attributing to the difficulties in some cities due to the water supply, which in recent weeks has gradually been overcome by the increase in rainfall and by the implementation of policies such as laying Of pipes to new sources of supply. In rural areas these difficulties were not present, since from previous periods projects have been developed for the construction of works for irrigation and the sources of water resources, as a result of greater public investment by the state.

In Cochabamba the new Misicuni dam, 120 meters high, is being filled with water, which will soon supply the whole department with 700 to 1000 liters per second, the liquid element will be destined to the consumption and irrigation of agriculture . The Project has been concreted by the present government.

We all know that the main root of this issue is a climatic factor, exogenous variable in which it can not be controlled because it depends on the environment, in some conditions they appear dry due to the global warming, due to the serious deterioration of environment mainly caused By the industrialized countries of the northern hemisphere; As well as our own southern countries.

Likewise, the provision of water corresponds in the first place to the policies of the national government, departmental governorships and municipal mayorships; As well as water service companies, which are public and autarchic. All these first institutions are part of the political society.

But the institutions of civil society are equally responsible. Public and private entities in the field of education, academic, cultural, science and technology, among them would be public and private universities, together with research centers in social sciences and technical sciences and engineering, finally NGOs.
Indirectly, civil organizations, and each of the citizens; In the understanding that the new constitution promotes new forms of participation and democratic social control.

Simply note that the presence of Bolivian riders competing in the Dakar Rally and the event is a moment of joy, calmness and moral deepening of the hope and confidence of all Bolivians; In a global environment of so many uncertainties.
